To ensure that the objectives of the MSWSL are upheld, the League has developed the following Code of Conduct for players, coaches, managers and any other team officials to abide by. Each team’s coach, manager, team captain and League representatives are responsible for ensuring that their team understands and abides by this Code. This Code of Conduct applies to behaviour at any time before, during, or after a game that the team member is acting or can be construed to be acting as a member of their team, regardless of whether the conduct is sanctioned by a referee.
If this Code of Conduct is violated by any coach, manager, league representative or player, a complaint may be sent in writing to the MSWSL executive within 48 hours of the incident. (See Section E of the Discipline Code.)
1) Purpose of Code
This Code describes and categorizes infractions by degrees of severity and outlines the penalties for these infractions. The purpose of this Code is to ensure consistency in the administration of discipline in the MSWSL. This Code supplements Soccer Nova Scotia’s standard penalties for misconducts. If there is a discrepancy between this Code and the penalties set by SNS or, the higher penalty applies.
2) Application of Code
This Code applies to team officials and players. An individual or team may be disciplined under more than one section of this Code at any one time.
3) Code sets minimum penalties
The penalties listed in this Code are the MSWSL’s minimum for the infraction. In many instances they are higher than the standard set by Soccer Nova Scotia. More severe penalties may be also applied, taking into account the circumstances of the offence, an individual’s or team’s past record, any apparent pattern of behaviour, the seriousness of any resulting or potentially resulting injuries, whether the conduct was malicious or represented a wilful disregard for the safety of others, the attitude of the team or individual during the disciplinary procedure, and any verbal or other abuse of discipline committee members or the League Executive.
4) Penalties summarily imposed
Any of the penalties set in this Code may be summarily imposed by the League Executive or as specified in this Code, and the person who is the subject of the penalty must be notified of the sanctions by email sent to the team’s coach or other team contact provided to the League. Any individual or team who wishes to respond to a penalty summarily imposed under this Code may request a hearing with a discipline committee within 3 days of the penalty being imposed. A hearing with a discipline committee will be conducted in accordance with Rule 6 of the MSWSL Rules and Regulations.
5) Misconduct against game officials
Incidents of misconduct directed against match officials falls within the exclusive jurisdiction of Soccer Nova Scotia and are dealt with by Soccer Nova Scotia. Any incident being dealt with by Soccer Nova Scotia results in an automatic suspension of ALL soccer activities. Contact the League President to find out the status of an infraction.
6) Further penalties
A player or team official who fails to immediately leave the field area after being ejected, will incur further penalties.
7) Penalties into next season
A suspension carries over from one season to the next season. Yellow cards accumulated in a single season are nullified and do not carry over to the next season.
8) Suspended players/officials
Any player or team official who is serving a suspension for a game must not be involved in the game in any way and may not sit on the bench. For a player to serve a game suspension, the player’s team must actually play a League game (does not include a forfeited or rained out game) and put the suspended player’s name on the game sheet noting the suspension.
9) Teams responsible for fines levied against League
If a fine or other penalty is imposed on the League as the result of a team’s actions or failure to act as required, then that team must pay to the League an amount not less than the amount paid by the League, as determined by the Executive.
10) Fines and bonds
All financial sanctions MUST be paid before reinstatement. A team that fails to pay a fee, a fine or post any bonds levied against them is not in good standing with the League and will not be permitted to return to the League until all accounts are paid in full. For any deadline that is missed, or payment that is late, a team will be charged a $100 fine - or such amount agreed to under the circumstances by the League membership, plus an identical amount added on for each further week that non-compliance continues.
11) Revocation of penalty
A discipline committee has the authority to suspend any portion of a suspension or bond at their discretion, as long as the suspension served does not fall below the minimum as set in this Code.
12) Appeals
Appeals from hearings with a discipline committee are as set out in Rules 6 and 7 of the MSWSL Rules and Regulations. Appeals from any decision made by an MSWSL discipline committee to Soccer Nova Scotia cannot challenge the jurisdiction of the League to impose penalties under this Code, as it is a condition of membership in the League to abide by the Code; therefore appeals may be requested on issues of interpretation and application of SNS rules and the rules of the game only.

Team officials are responsible for ascertaining the status of any player playing with their team and must verify the status of their players with their club registrar. In accordance with the MSWSL Rules and Regulations, a player is deemed to have played in a game if the player’s name is on a game sheet for the game.

Any actions to induce or attempted to induce a registered player to leave their team before the end of that team’s current season is prohibited. Should such a complaint come forward, an investigation will be conducted, and a discipline hearing will be held to discuss the liability and penalty if required.
